NJTESOL/NJBE Statement on Governor Christie's School Funding Plan
We find Governor Christie's proposal to eliminate funding for English learners to be the antithesis of "fair" and quite frankly, illegal. The NJ Bilingual Education Law (N.J.A.C. 6A:15) mandates that NJ schools provide English language services to this vulnerable population. In addition, English learners are present in over 80% of the 595 districts in NJ, so this is not only an urban education issue. Funding would be cut across the board and since this educational service is mandated, districts would need to use local funds to continue to provide the requisite rigorous academic English programs.
It is never "fair" to attack children who desperately need educational services in order to become productive members of NJ's communities. Learning English is a critical first step in that journey. For those reasons, our organization vehemently rejects Governor Christie's proposal and hopes that the NJ legislature and the reasonable, educated, compassionate citizens of New Jersey see through this not-so-veiled attempt to place a bull's-eye on the backs of our children.
